For years, finding affordable health insurance has been a primary concern of our business community. The Orange County Chamber has advocated on many fronts for quality healthcare coverage for businesses, especially sole proprietors, and we will continue this fight for as long as necessary. We agree with the Business Council that reforms are needed that will reduce the high cost of healthcare in New York, including mandate and tax relief, as well as more efficient, technologically advanced delivery of healthcare services.
New York State adopted the Wage Theft Prevention Act in 2010. It required that all private employers provide a pay notice to all new employees beginning in April 2011. Beginning this year and every year going forward, employers are required to give an additional pay notice, during the month of January, to each and every employee in the state, obtain their employees’ signatures on the notice, and retain copies for six years. The Senate has heard our objections and repealed the notification provisions of the Wage Theft Prevention Act. Now it's up to the Assembly and the Governor. Let’s keep the pressure on.
New wetlands maps proposed by the Department of Environmental Conservation will substantially increase the size of regulated wetlands areas in Orange County. Coupled with increases in Ulster County, the new maps will result in at least a 50% increase in wetlands under DEC jurisdiction. The new maps will be released soon and could significantly impede business development and negatively affect property values. The better way to handle this is to incorporate the Federal 404 Permit Program from the U.S. Army Corps of Engineers.
